الذكاء الاستراتيجي لرؤساء الأقسام الأكاديمية وعلاقته بتحقيق التميز التنظيمي من وجهة نظر أعضاء هيئة التدريس في جامعة حائل

The strategic intelligence of heads of academic departments and its relationship to achieving organizational excellence from the point of view of faculty members at the University of Hail

تهدف الدراسة إلى التعرف إلى ممارسة الذكاء الاستراتيجي لدى رؤساء الأقسام الأكاديمية وعلاقتها بتحقيق التميّز التنظيمي، من وجهة نظر أعضاء هيئة التدريس، ومن في حكمهم، في جامعة حائل. استخدمت الدراسة المنهج الوصفيّ المسحيّ، وشملت عينتها 390 عضوًا من مجتمع الدراسة، أعضاء هيئة التدريس ومن في حكمهم. وأظهرت النتائج أن درجة ممارسة رؤساء الأقسام الأكاديمية أبعاد الذكاء الاستراتيجي في الجامعة جاءت متوسطة، فقد جاءت الرؤية المستقبلية أعلى بُعدًا بدرجة كبيرة، تلاها بُعد التفكير المنظّم، ثم بُعد الدافعية، وأخيرًا جاء بُعد الشراكة مع الجامعات المحلية والإقليمية بدرجة متوسطة. أما مستوى التميّز التنظيمي في جامعة حائل، من وجهة نظر أعضاء هيئة التدريس ومن في حكمهم، فقد جاء بدرجة كبيرة، وجاء أعلاها بُعد تميّز الثقافة التنظيمية بدرجة كبيرة، تلاه بُعد تميّز القادة بدرجة كبيرة، وجاء بُعد تميّز المرؤوسين بدرجة متوسطة، ووجود علاقة ارتباط موجبة وقوية وذات دلالة إحصائية، بين متوسطات استجابات المشاركين بالدراسة لممارسة رؤساء الأقسام الأكاديمية أبعادَ الذكاء الاستراتيجي وأبعادَ التميّز التنظيمي في الجامعة. وأوصت الدراسة بالعمل على تعزيز ثقافة الذكاء الاستراتيجي في جامعة حائل، وتبني أبعاده مبادئَ عمل أساسيةً وإجرائيةً، وكذلك تبني منظومة تدريبية تخصصية تُعنى بالتطوير المهني التخصصي الاستراتيجي؛ مما يعزز ممارسة رؤساء الأقسام الأكاديمية أبعاد الذكاء الاستراتيجي في جامعة حائل. كما أوصت الدراسة بإنشاء وحدة للذكاء الاستراتيجي في جامعة حائل، تُسهم في استشراف مستقبل الجامعة، وتعزيز دور قياداتها الأكاديمية في اتخاذ القرارات المناسبة، لتعزيز الذكاء الاستراتيجي فيها، وكذلك السعي إلى عقد الشراكات مع الجامعات الأخرى التي حققت مستوى عاليًا من التنافسية وممارسة أبعاد الذكاء الاستراتيجي.

The study aimed to identify the practice of strategic intelligence of the heads of academic departments and its relationship to achieving organizational excellence from the point of view of faculty members and their equivalents at the University of Hail. The study utilized the analytical descriptive approach, and the study sample included 390 members of the study population. The results showed that the degree of the practice of the heads of academic departments for the dimensions of strategic intelligence at the university came to a medium degree. Moreover, the future vision was higher after and to a large degree, followed by the dimension of organized thinking and then the dimension of motivation, and finally, the dimension of partnership with local and regional universities came to a medium degree. With regard to the level of organizational excellence at the University of Hail from the point of view of faculty, members and their equivalents came to a large degree. Furthermore, the highest dimensions came to distinguish organizational culture to a large degree, followed by the dimension of excellence of leaders to a large degree, and finally the dimension of subordinates to a medium degree. Furthermore, there is a positive, strong and statistically significant correlation between the average responses of the participants in the study to the practice of the heads of academic departments for the dimensions of strategic intelligence and between the dimensions of organizational excellence at the university.

The most important recommendations of the study came to work on transforming the culture of Hail University into a culture of strategic intelligence and adopting its dimensions as basic work principles, And developing the skills and capabilities of the heads of academic departments at the University of Hail to practice the dimensions of strategic intelligence, And the establishment of a sector or the formation of a strategic intelligence team at the University of Hail helps the university administration to anticipate the future of the university and enhances the role of its academic leaders in making appropriate decisions, And the need for the head of the department to follow up the changes surrounding the activities of the department, and anticipate future events, in a timely manner to achieve the mission and goals of the department.
