تحديات صناعة القرار عن بعد في ظل جائحة كورونا  (COVID - 19) لدى مديرات مدارس التعليم العام بمدينة الرياض

Challenges of Remote Decision-Making during COVID-19 Pandemic Among the female Principals of Public Schools In the city of Riyadh

هدفت الدراسة الحالية إلى معرفة أبرز التحديات الإدارية والمالية والتكنولوجية لصناعة القرار عن بُعدٍ في ظل جائحة كورونا (COVID-19) لدى مديرات مدارس التعليم العام بمدينة الرياض، والتعرف على الحلول المقترحة لمواجهة تحديات صناعة القرار، والكشف عن الفروق ذات الدلالة الإحصائية لتحديات صناعة القرار عن بُعدٍ في ظل جائحة كورونا (COVID-19) والتي تُعزَى إلى متغيرات (عدد سنوات الخبرة في مجال العمل الإداري، المؤهل العلمي، عدد الدورات التدريبية في مجال صناعة القرار). واستخدمت الدراسة المنهج الوصفي المسحي، وطُبِّقت أداة الدراسة (الاستبانة) على عينة مجموعها (313) مديرة. وأظهرت النتائج: أن أبرز التحديات لصناعة القرار عن بُعْدٍ في ظل جائحة كورونا (COVID-19) لدى مديرات المدارس تمثَّلَت في المجال المالي بالمرتبة الأولى، يليه المجال التكنولوجي، وأخيرًا جاء المجال الإداري. كما توصَّلَت الدراسة إلى أنَّ أبرز الحلول المقترحة لمواجهة تحديات صناعة القرار عن بُعدٍ في ظل جائحة كورونا (COVID-19) من قِبَلِ مديرات مدارس تتمثَّل في التدريب والتوجيه، ودعم المديرات ومنحهن الصلاحيات التي تُمكِّنهن من صنع القرار. وأوجدت الدراسة فروقًا ذات دلالة إحصائية بشأن (المجال الإداري) لصالح مفردات عينة الدراسة الحاصلات على الدراسات العليا، وحول (المجال المالي) لصالح اللاتي عدد سنوات خبرتهن في مجال العمل الإداري من ثلاث إلى أقل من خمس سنوات، وبشأن (المجال المالي) لصالح اللاتي عدد دوراتهن التدريبية في مجال صناعة القرار خمس دورات فأكثر. وبناءً على نتائج الدراسة، توصي الباحثة بالعمل على توفير فرص التدريب في مجالات صناعة القرارات، ومنح الصلاحيات الكافية، والاهتمام بتأهيل الكوادر المتخصصة بتقنية المعلومات في مدارس التعليم العام.

This study aimed at identifying the most significant administrative, financial, and technological challenges to remote decision-making during COVID-19 Pandemic among the female Principals of Public Schools In the city of Riyadh, identifying the proposed solutions to address decision-making challenges, and revealing the statistically significant differences of remote decision-making challenges during the pandemic attributed to the following variables: (number of years of experience in administrative work; educational qualifications; and number of training courses in decision-making. The study used the descriptive survey approach, and applied the questionnaire (the tool of the study) to a sample of (313) female principals. The results showed that the most significant challenges to remote decision-making during the pandemic among female school principals were represented in the financial field in the first place, followed by the technological field, and finally the administrative field. The results also showed that the most prominent solutions proposed to address the challenges of remote decision-making under the coronavirus pandemic (COVID-19) by female school principals are training and mentoring and supporting female school principals and granting them decision-making powers. The study found statistically significant differences regarding the administrative field in favor of the study sample with postgraduate studies and their qualifications. As for the financial field, in favor women with three to less than five years of experience in the administrative work, and the financial field in favor of those who completed five or more decision-making training courses. Based on the results of the study, the researcher recommends working on providing training opportunities in the fields of decision-making, granting sufficient powers, and paying attention to the rehabilitation of cadres specialized in information technology in public schools.
