دور عمليات التخطيط الاستراتيجي في تحسين فاعلية إدارة الأزمات دراسة تحليلية لآراء عينة من رؤساء الأقسام الأكاديمية في الجامعات السعودية

The role of strategic planning processes in improving the effectiveness of crisis management An analytical study of the opinions of a sample of heads of academic departments in Saudi universities 

هدفت الدراسة إلى التعرف على دور عمليات التخطيط الاستراتيجي في تحسين فاعلية إدارة الأزمات بالجامعات السعودية، وذلك من خلال التعرف على درجة ممارسة عمليات التخطيط الاستراتيجي ومستوى فاعلية إدارة الأزمات من وجهة نظر رؤساء الأقسام الأكاديمية، ومعرفة ما إذا كان لعمليات التخطيط الاستراتيجي أثر على تحسين فاعلية إدارة الأزمات، ولتحقيق ذلك استخدمت الدراسة المنهج الوصفي، وتم تطبيق أداة الدراسة "الاستبانة" على عينة طبقية عشوائية مكونة من (138) رئيس قسم أكاديمي، وقد توصلت الدراسة إلى أن درجة ممارسة عمليات التخطيط الاستراتيجي في الجامعات السعودية "متوسطة"؛ حيث جاءت عملية "صياغة الاستراتيجية" في المرتبة الأولى بدرجة ممارسة "عالية"، في حين جاءت عملية "تحليل البيئة" في المرتبة الأخيرة بدرجة ممارسة "ضعيفة"، كما تبين أن مستوى فاعلية إدارة الأزمات "متوسط"؛ حيث جاء في المرتبة الأولى بُعد "الاتصال وتدفق المعلومات" بتقدير "متوسط"، بينما جاء بُعد "سرعة قرار الاستجابة" في المرتبة الأخيرة بتقدير "ضعيف"، وأظهرت نتائج الدراسة أن هناك أثراً معنوياً لعمليات التخطيط الاستراتيجي في تحسين فاعلية إدارة الأزمات في الجامعات السعودية؛ حيث جاءت عملية "تحليل البيئة" الأكثر تأثيراً في تحسين فاعلية إدارة الأزمات، ويليها عملية "التقييم والرقابة"؛ مما يؤكد دور عمليات التخطيط الاستراتيجي في تحسين فاعلية إدارة الأزمات. وأوصت الدراسة بدعم عمليات التخطيط الاستراتيجي من خلال تعزيز ثقافة وممارسات التحليل البيئي وأنشطة التقييم والرقابة الاستراتيجية، تفعيل نظم الاتصالات والمعلومات في اتخاذ قرارات الاستجابة وإنجاز المهام الإدارية والفنية، تمكين القيادات وتفعيل مشاركة الأقسام الأكاديمية في عمليات التخطيط الاستراتيجي، تدريب رؤساء الأقسام على مهارات إدارة الأداء وإجراءات العمل أثناء الأزمات، واستحداث مراكز لإدارة الأزمات وتدريب فرق عمل متخصصة ومتعددة الوظائف في مختلف الكليات بالجامعة.

The study aimed to identify the role of strategic planning processes in improving the effectiveness of crisis management in Saudi universities, by identifying the degree of practice of strategic planning processes and the level of effectiveness of crisis management from the point of view of the heads of academic departments, and whether the strategic planning processes have an impact on improving the effectiveness of the management of crises. In order to achieve this, the study used the descriptive approach, and the study tool “the questionnaire” was applied to a stratified random sample consisting of (138) head of an academic department. The study concluded that the degree of practicing strategic planning processes in Saudi universities is “medium”; The “Strategy Formulation” process came in the first place with a “high” degree of practice, while the “Environment Analysis” process came in the last with a “weak” degree of practice. It was also found that the level of effectiveness of crisis management was “medium”; Where the dimension of "communication and information flow" came in first place with a rating of "medium", while the dimension of "response decision speed" came in the last rank with a rating of "weak". The results of the study showed that there is a significant impact of strategic planning processes in improving the effectiveness of crisis management in Saudi universities. ; Where the process of "environmental analysis" was the most influential in improving the effectiveness of crisis management, followed by the process of "assessment and control"; This confirms the role of strategic planning processes in improving the effectiveness of crisis management. The study recommended supporting strategic planning processes by promoting the culture and practices of environmental analysis and strategic assessment and control activities, activating communication and information systems in making response decisions and completing administrative and technical tasks, empowering leaders and activating the participation of academic departments in strategic planning processes. Training department heads on performance management skills and work procedures during crises, creating crisis management centers and training specialized and multifunctional work teams in various faculties of the university.
