Abstract
The study proposed a scenario for enhancing human capital development in Saudi universities in light of the integration of artificial intelligence applications, while exploring explanatory theoretical approaches to its practices in cognitive growth, motivation, and feedback. Sub-objectives included identifying the local context, reviewing global experiences at Stanford University (United States of America) and Peking University (China), and delineating the scenario's features, with a core assumption that advanced AI-based curricula are necessary to develop faculty skills and improve student learning experiences. The study adopted a descriptive-analytical approach in its documentary and desktop dimensions, relying on reliable sources from 2018 to 2025, and employed a design and development research methodology based on the Richey & Klein model to construct the proposed framework and validate it through expert review. Results revealed notable progress in AI integration in the Kingdom, with 42% of universities launching bachelor's programs and 56% offering master's programs. Key initiatives include the "Project Transcendence" for $100 billion, an increase in graduates to 38,000 between 2019 and 2023, with annual job posting growth of 51%. The study drew on Stanford's expertise in adaptive learning and predictive analytics, and on Peking's experience in administrative automation and virtual classrooms. The framework proposes four main pillars (students, faculty, academic leaders, stakeholders) with implementation mechanisms, organizational, human, and technological requirements, obstacles and solutions, and a hierarchical governance structure (strategic, institutional, operational) supported by key performance indicators (KPIs). The study recommends establishing high-level governance committees to oversee training, technological infrastructure, ethics, and partnerships; developing annual operational plans with measurable indicators; strengthening industry partnerships through periodic agreements and forward-looking studies to align curricula with labor market needs; and launching specialized programs to improve digital infrastructure and bridge skills gaps.
