استراتيجية مقترحة لتفعيل دور إعادة الهيكلة في تحقيق كفاءة الإنفاق بجامعة حائل

A Proposed Strategy to Activate the Role of Restructuring in Achieving Spending Efficiency at the University of Hail

هدفت الدراسة الحالية إلى بناء استراتيجية مقترحة لتفعيل دور إعادة الهيكلة في تحقيق كفاءة الإنفاق بجامعة حائل، وذلك من خلال: التعرف على واقع إعادة الهيكلة وكفاءة الإنفاق بجامعة حائل، والوقوف على دور إعادة الهيكلة في تحقيق كفاءة الإنفاق بجامعة حائل من وجهة نظر أعضاء هيئة التدريس والقيادات بجامعة حائل، واعتمدت على المزاوجة بين المنهج الوثائقي والمنهج الوصفي المسحي في تحقيق أهدافها، وشملت عينة الدراسة (352) من أعضاء هيئة التدريس والقيادات بجامعة حائل، وتوصلت إلى الهيكلة المطورة للجامعة ساعدت في تنويع مصادر التمويل وتنمية الموارد الذاتية للجامعة، وتعزيز الكفاءة في ترشيد استخدام الموارد المالية والمادية، والخفض في الميزانية التشغيلية وتكلفة الطالب، وترشيد النفقات، وخفض الكلفة التشغيلية، وإعادة هيكلة القطاعات الداخلية والمناصب الإدارية لأعضاء هيئة التدريس والقيادات، وأشارت إلى عدم وجود فروق ذات دلالة إحصائية عند مستوى دلالة (0.05) في متوسطات استجابات عينة الدراسة حول دور إعادة الهيكلة في تحقيق كفاءة الإنفاق بجامعة حائل تعزي لمتغير الوظيفة الحالية (أعضاء هيئة التدريس، القيادات).

Abstract

The current study aimed to build a proposed strategy to activate the role of restructuring in achieving expenditure efficiency at Hail University, through: identifying the reality of restructuring and expenditure efficiency at Hail University, and identifying the role of restructuring in achieving expenditure efficiency at Hail University from the point of view of faculty members and leaders at Hail University, and relied on a combination of the documentary method and the descriptive survey method to achieve its objectives. in achieving its objectives, and the study sample included (352) faculty members and leaders at Hail University, and reached the developed restructuring of the university helped in diversifying funding sources and developing the university's own resources, enhancing efficiency in rationalizing the use of financial and material resources, reducing the operating budget and student costs, rationalizing expenses, reducing operating costs, and restructuring internal sectors and administrative positions for faculty members and leaders, and indicated that there were no statistically significant differences at a significance level of (0.05) in the averages of the study sample responses regarding the role of restructuring in achieving expenditure efficiency at Hail University attributed to the current job variable (faculty members, academic leaders).
