الدور الريادي للملكة العربية السعودية في مجال الأعمال الإغاثية الإنسانية والتنموية: دراسة في الجغرافيا السياسية

Saudi Arabia’s Leadership in Humanitarian and Developmental Relief Efforts: A Study in Political Geography

هدفت الدراسة إبراز دور المملكة العربية السعودية الريادي في تقديم العون والغوث من خلال المساعدات الإنسانية في وقت الطوارئ والأزمات، بالإضافة إلى تقديم المساعدات الإنمائية في الظروف الاعتيادية لتدفع بعجلة التنمية لتلك الدول، وهو الذي ميزها عن بقية الدول المانحة وقت الأزمات فقط، ولتحقيق هذا الهدف استخدمت الدراسة المنهج الوصفي التحليلي لشرح محوري الدراسة وهما: إبراز الدور الريادي للعمل الإنساني والإنمائي في المملكة العربية السعودية لكافة الدول المحتاجة للمساعدة، وتوضيح النطاق الجغرافي الذي تغطيه المملكة العربية السعودية بمساعداتها الإنسانية من خلال مركز الملك سلمان للإغاثة باستخدام نظم المعلومات الجغرافية، وقد أسفرت الدراسة عن عدد من النتائج أهمها: بلغ ما أنفقته المملكة في مجال العمل الخيري عام 2022م 7.12 مليار دولار، بلغت الإمدادات المالية لجميع الدول التي قدم لها مركز الملك سلمان للإغاثة  6236219562 مليار دولار، كما تعد المساعدات الإغاثية والإنمائية جزءًا أصيلًا من سياسة المملكة الخارجية، عند عمل تحليل سوات للمساعدات الإنسانية تبين أن نقاط القوة تفوق بكثير نقاط التحديات والضعف مما يجعلها في مكانة متصدرة عن بقية الدول في نفس المجال، وبناء على ذلك أوصت الدراسة بعدة توصيات منها: ضرورة الاستفادة من العمل الإنساني بشكل عام من أجل دعم مواقف المملكة الدولية وتعظيم دورها الإنساني التاريخي المميز، حث الإعلام الإنساني على نقل الجهود الإنسانية السعودية إلى العالم بصورته المشرفة والمستدامة، وفتح مركز للأبحاث والابتكار وعمل شراكات مع الجامعات والهيئات والوزارات لاستقطاب المستشارين والخبراء وكذلك تدريب فئة الشباب على العمل التطوعي.

This study aims to highlight Saudi Arabia’s leadership in providing humanitarian aid and relief assistance during emergencies and crises, as well as its role in offering development aid under normal circumstances to drive economic progress in recipient countries. This dual approach distinguishes the Kingdom from other donor nations, which focus solely on crisis response. To achieve this objective, the study adopts a descriptive analytical methodology to examine two key areas: first, showcasing Saudi Arabia’s pioneering role in humanitarian and development work for all countries in need of assistance, and second, mapping the gerographical scope of Saudi humanitarian aid through the King Salman Humanitarian Aid and Relief Center, using Geographic Information Systems (GIS). The study’s findings indicate that Saudi Arabia spent $7.12 billion on charitable and humanitarian work in 2022, while the total financial assistance provided by the King Salman Humanitarian Aid and Relief Center to various countries amounted to $6.236 billion. Furthermore, humanitarian and development aid constitute an integral part of Saudi foreign policy. A SWOT analysis of Saudi humanitarian efforts reveals that the Kingdom’s strengths in this field significantly outweigh any challenges or weaknesses, reinforcing its position as a global leader in humanitarian aid. Based on these findings, the study puts forward several recommendations, including the need to maximize the impact of Saudi humanitarian efforts to bolster its international standing and enhance its distinguished role in global relief work. It also underscores the importance of promoting humanitarian media to effectively communicate Saudi Arabia’s humanitarian efforts to the world in a manner that is both honorable and sustainable. Additionally, the study calls for the establishment of a research and innovation center, in collaboration with universities, institutions, and government bodies, to attract experts and consultants while also training youth in volunteer work.
